New Rules

I would like to review a few rule changes that will affect this year's national championships. Some are major changes, and some less so..

Conventional Pistol: 3.21 Empty Chamber Indicator (ECI) - An Empty Chamber Indicator (ECI) is required in all NRA sanctioned pistol competitions to indicate the slide is open and the chamber is empty. The ECI, when inserted into the revolver or pistol must extend into the empty chamber or cylinder and must be externally visible.

Smallbore: 18.15 Responsibility - It shall be the competitor's responsibility: (d) That after due warning of any infraction of existing rules, including the improper marking of the target, that competitor shall understand that a repetition thereof shall be the subject of disqualification for that match or tournament. (See Rule 9.30); (e) When targets are framed by the competitor it is the competitor's responsibility that the correct target and backer for the range and position being fired are framed properly, (See Rule 14.12)

High Power Rifle Rule 10.1.7 Rapid Fire Loading Procedure - (a) Seniors and grand seniors (See Rules 2.2.1 and 2.2.2) may remain in position after the line has been given the command, "STAND." has been given, and before the targets appear, the bolt must remain open, the rifle must be kept out of the shoulder, the shooter may not look through the spotting scope, and the shooter's ammunition must remain either on the ground shooting stool. (Exception; Shooters firing the M1 Garand may load and chamber when given the command "LOAD," but must keep the rifle on safe, and must abide by the remainder of the above conditions) After the targets appear, the shooter may then load the rifle and commence fire.
1. Those shooters having been previously granted permission in accordance with Section 13 to remain in position for rapid fire will follow Rule 101.7(a).
2. Seniors and grand seniors shooting in accordance with Rule 10.7.7(a) may set both team and individual national records.

Muzzle Loading: 2.3.2 Sub-Junior - A Junior may compete as a sub-junior through Dec. 31 of the calendar year in which his or her 14th birthday occurs.

Silhouette: 19.15 Individual Classification Scores - 40 shot matches (f) Cowboy Lever Action Silhouette Rifle/Pistol Cartridge; Cowboy Lever Action Silhouette Rifle/Smallbore Cowboy Silhouette Rifle:
Master 35 to 40 A 15 to 21
AAA 29 to 34 B 0 to 14
AA 22 to 28    

Black Powder Target Rifle: 2.3.2 Sub-Junior - A junior may compete as a sub-junior through Dec. 31 of the calendar in which his or her 14th birthday occurs.

8.2.1 Computing time during pair firing with two (2) or more shooters sharing a firing point: (a)The time limit for two (2) or more shooters sharing a firing point may be reduced to two (2) minutes per record shot.

Rule Change Postponed for 2008: NRA/USA Civilian Team Postal Match - The NRA/USA Civilian Pistol Team Postal Match is a worldwide pistol match sponsored by NRA. The 10 members of the NRA/USA Pistol Team will be selected from the previous year's high scores shot in the National Championship Aggregate at Camp Perry, OH. The course-of-fire is the ISSF Standard Pistol Course fired at 25 meters on the international slow-fire target. There are 20 rounds slow fire (5 rounds in 150 seconds), 20 rounds timed fire (5 rounds each in 20 seconds) and 20 rounds rapid fire (5 rounds each in 10 seconds) for a total of 60 rounds. A .22 caliber pistol with any sights and a trigger weight of two (2) pounds is used.
